Helene Black Abbot was the daughter of Adaline Griggs Black and John C. &lt;/p&gt;&lt;p&gt;Sir, I have a son, Ira A. Batterton, in the U.S. service in company “K” of the Eighth regiment Illinois volunteers who has been during his enlistment on “detached service” as Col. Oglesby's secretary, and is now acting adjutant during the temporary absence of the regimental adjutant, Mr. Clark.
&lt;/p&gt;&lt;p&gt;He is my only son and I have taken much care to render his education and moral culture of the highest order.  So far in life he has proven well worthy of that attention. He is now 24 years of age and stood first in the large graduating class of 1860 at Antioch College Ohio.  He is attentive to business, industrious, prudent, honest and pious, and since the beginning of this war, he has become one of the first class of Drill Masters and Military Tacticians as may be found in a great many regiments in the volunteer service.  As I am somewhat acquainted with the military, having been a captain in the Kentucky, militia in the war of 1812, I am desirous that he should secure a position in the service of the volunteers of Illinois which 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;will afford him the proper field for the exercise of his capabilities as well as to prove his worthiness of promotion.  The enthusiasm of a devoted patriotism prompted him in the hour of his country's peril to be ready and willing to serve her even as a private though meriting a higher rank. He has so thoroughly acquired a practical of military affairs that he is fully capable and able to serve in any position in a regiment with honor to himself and a due return of service to his country.  His thorough acquaintance with military affairs and business talent would eminently fit him for an Adjutant or any other of the regimental officers positions.
&lt;/p&gt;&lt;p&gt;I write you these facts, that true merit and worth may be encouraged and promoted should an opportunity be given you to do so.  Any information relative to the above statement concerning my son may be given you by Colonel Oglesby, as I presume he is well acquainted with my son's history in the army.

Mr Campbell is here waiting the arrival from Philadelphia of Genl McDougall who promised to assist him in the money matter.  Govr Chase is absent and will not return before I leave.  Govr Wood and myself will go tomorrow evening for Philadelphia and I have no doubt will be able to make some contract with our friend Sarmiento.  Will go then to New York and thence home by last of next week.

When I answered your dispatch the other day I was not prepared to answer as specifically as I can now write, for the reason that we had not opened or compared the bids for supplies of clothing whilst at Philadelphia.  We made out a list of army clothing, amounting in the aggregate to say Five hundred Thousand Dollars, embracing most of the articles furnished to troops.  But in less quantities than indicated by the statement furnish you by the Q.M Department which you sent to Govr Wood  We furnished Mssrs Sarmiento &amp;amp; Co. with a copy of the list and waited in Philadelphia two days for them to figure on it.  We then came here and furnished Mssrs Cole &amp;amp; Hopkins with a copy.  Mr Hopkins was very much surprised that we were inviting competition. And said we should just figure with him and treat him as the agent of Illinois and let him go on and supply our troops through the War, but Govr Wood said no, you must meet honorable competition and figure the matter down and if you are the lowest bidders on these articles you shall have the contract otherwise I cannot give it to you.  Hopkins then prepared his proposal and handed it in.  We have opened the bids and in almost every article he is much above the Philadelphia House.  And in the

&lt;p&gt;aggregate there is a difference of 30, or 40,000$ between the bids and in favor of the Philadelphia concern.  We were surprised at the result and have sent to Phila for Samples of goods proposed upon by Sarmiento &amp;amp; Co and I have no doubt that they will compare favorably with the goods here.  Mr Hopkins is very much disappointed – he evidently did not expect to be out bid. As he was or even did not expect we would invite any Competition  I dont know what amount of goods Govr Wood will contract for or whether he will make any contracts at all whilst here.  But if he does I cant see how he can fail to give Sarmiento a good large amount.
&lt;/p&gt;&lt;p&gt;The condition of our finances at home and the failure of Mr Butler to sell our Bonds in connection with the little encouragement we received from Mr Secretary Chase at Washington makes it a matter of doubt with me whether it is safe to advise the making very heavy contracts by the State -- by the way Mr Thomas Campbell was to remain at Washington to urge the money matter upon the attention of Mr Chase and you ought to write to Campbell about our pressing necessities.   The Sabres for Cols. Kellogg &amp;amp; Cavanaugh have been shipped from here since I came, and I have the promise of Maj Wagner ordnance officer here that the Pistols for Col Kellogg &amp;amp; Carbines for Cavanaugh shall be sent as soon as they can be purchased.  He is buying all that are offered and I have not doubt they will be furnished in a few days.

We were to have gone to Philadelphia last night and after making some few contacts with Sarmiento &amp;amp; Co. to return to Springfield but after the Govr got the Dispatch he concluded to return home at once and has directed me to go to Phila and make the contracts for him. I will leave here to night and shall remain in Phila until I hear from you and him.  I will make contacts with Sarmiento &amp;amp; Co. for such articles as Gov Wood may order from Springfield and he desires to confer freely with you as to quantity &amp;amp;c. I have telegraphed you this morning also to Sarmiento &amp;amp; Co.

&lt;/p&gt;&lt;p&gt;I arrived here on Monday morning after leaving Springfield Friday night.  I was detained in Pittsburgh on account of missing the train.  I should have been here Sunday Evening.  I called immediately on Mr Sarmiento &amp;amp;Co. and showed them the sample of the goods I brot with me from Govr Wood. I [tried?] the Goods they have on hand and are making and have been making for some days are in every respect as to workmanship, materials and trimmings equal and I think superior to the Samples I left with them from Col &amp;amp; Hopkins.  It is a mystery to them all how they came to buy the goods out of which the garments were made that were sent West. They all insist that the goods that had not been examined when I left Springfield will turn out better than those that were rejected and that there ought not to be any trouble in passing inspection with the great majority of the goods they have sent. Mr. Sarmiento telegraphed Govr Wood to day to examine the balance and that any garment that was inferior to the Cole &amp;amp; Hopkins sample to box them up and store them subject to their order.  These parties all seem to be very sorry about the whole thing and insist that hey do not wish Govr Wood to ask to have one single inferior garment of theirs passed out to the Government or Illinois
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;soldiers.
&lt;/p&gt;&lt;p&gt;Dr Filbert Mr Simons and in fact the whole of these gentlemen feel for you personally in the matter of assuming the difference for the State of Ills. between the Govt price and their contract price. They send to Washington to night to have the Quarter Master Genl. order them to deliver their goods on these contracts to the Government Inspector and store keepers here waiving the difference between Ills goods and regular Army goods.  In fact they are very willing to have the contract changed and the quatity of the good reduced to Army stands only and Army prices as fixed for you by General Meigs.  I shall remain here until they return from Washington and Know the result, in the event the make the change, tho State will not have to pay the difference on more than about one hundred thousands Dollars worth of goods. Which will about consume the goods equal to Sample already made and now cut out and in hands for completion I feel very certain that they will be able to effect this arrangement at Washington.  Illinois will loose the difference when Soldiers between extra good clothing and Army clothing, but your enemies who have pursued you with their hellish designs, will have lent there occupation

&lt;/p&gt;&lt;p&gt;I recd yours a few days since, and but for the condition of my health should have come up on Monday last.  I am troubled a great deal with my lungs at present and am afraid to go from home to stay over night.  I think I shall be able to come up some day this week.
&lt;/p&gt;&lt;p&gt;In reference to the Canal I think it has not been usual for the Executive to more than barely refer to the Canal and submit the reports to the Legislature  The canal by the act placing it in trust for the Indebtedness as entirely taken out of the control or management of the State by giving the Bondholders a majority of the board and retaining only one Trustee.  Consequently the state has nothing to do with it except to pay the interest on the indebtedness leaving the Canal to pay the principal or to pay on the principal from the Sales of land lots belonging thereto and from the net earnings of the canal of course You are not [illegible] to say much about the resources and Earnings of the Canal and cant know much of it except by reading the printed reports in years gone by of the board – which have been annually printed and circuited in pamphlet form as well as the Journals of the house.  I should barely refer to it
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as one of the great thoroughfares and Commercial outlets to our produce, and submit the reports &amp;amp;c.
&lt;/p&gt;&lt;p&gt;I have spent a very uncomfortable winter thus far and if I was able would go to Kentucky or if possible to New Orleans to spend the Winter.  I shall come up to Springfield in a few days
&lt;/p&gt;&lt;p&gt;Enclosed herewith is a paper I find belonging to the papers accompanying the Payroll I gave you  I wish you would hand to Mr Miner in the Auditors office.
&lt;/p&gt;&lt;p&gt;I suppose you have very little time to read long letters therefore I will bring mine to close &amp;amp; wait until I see you – by the way the Grand March dedicated to Govr Yates by E Sailor is a very fine thing at least the professor who gives my Della lessons in Music says so.

&lt;/p&gt;&lt;p&gt;I recd yours a few days since, and but for the condition of my health should have come up on Monday last.  I am troubled a great deal with my lungs at present and am afraid to go from home to stay over night.  I think I shall be able to come up some day this week.
&lt;/p&gt;&lt;p&gt;In reference to the Canal I think it has not been usual for the Executive to more than barely refer to the Canal and submit the reports to the Legislature  The canal by the act placing it in trust for the Indebtedness as entirely taken out of the control or management of the State by giving the Bondholders a majority of the board and retaining only one Trustee.  Consequently the state has nothing to do with it except to pay the interest on the indebtedness leaving the Canal to pay the principal or to pay on the principal from the Sales of land lots belonging thereto and from the net earnings of the canal of course You are not [illegible] to say much about the resources and Earnings of the Canal and cant know much of it except by reading the printed reports in years gone by of the board – which have been annually printed and circuited in pamphlet form as well as the Journals of the house.  I should barely refer to it
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as one of the great thoroughfares and Commercial outlets to our produce, and submit the reports &amp;amp;c.
&lt;/p&gt;&lt;p&gt;I have spent a very uncomfortable winter thus far and if I was able would go to Kentucky or if possible to New Orleans to spend the Winter.  I shall come up to Springfield in a few days
&lt;/p&gt;&lt;p&gt;Enclosed herewith is a paper I find belonging to the papers accompanying the Payroll I gave you  I wish you would hand to Mr Miner in the Auditors office.
&lt;/p&gt;&lt;p&gt;I suppose you have very little time to read long letters therefore I will bring mine to close &amp;amp; wait until I see you – by the way the Grand March dedicated to Govr Yates by E Sailor is a very fine thing at least the professor who gives my Della lessons in Music says so.

PM Genl. for Route agent on the mail route from Keokuk Iowa to the Great Western Rail Road of Illinois.  the papers you have signed and I forwarded to Judge Kellogg who wrote me he had filed the papers I hope your will forward the matter if possible.
&lt;/p&gt;&lt;p&gt;I learned after I wrote that you delayed your starting a week or more and you may not get my letter above referred to

&lt;/p&gt;&lt;p&gt;I recd the enclosed letters and have read them I also got a letter from Judge Kellogg. I am like you I think there has been something made down the river. but I am disappointed in Babcock being so much at home. I fear that he and Taylor have neither of them given as much attention to the matter as they should have done. I do wish you could go down with us I shall go if possible will leave here friday night I want you to send me letter to the Authorities at Cairo to insure my getting down the river. the Doctors say I must not remain down the river.

You will see by the Tribune of this morning that it has taken open ground for Washburn to the exclusion of Palmer, Logan and the field, this article or any other it may contain in the same direction and selfish spirit will be an advantage to you, it only gives the Journal and other papers the opportunity of fighting the Tribune in behalf of Palmer &amp;amp; others and not necessarily making you the objective point.  I think you will see this in the &lt;u&gt;sequel&lt;/u&gt;.  I notice already that Wentworth talks very differently about the matter from what he has heretofore.  
&lt;/p&gt;&lt;p&gt;Your friends here are on the alert and I am well satisfied you have not lost any ground but matters seem to me in better shape than when we were here. I am glad I came up here because I have had the opportunity of seeing how the land lays here, and of seeing a good many from other parts of the state. I met here last night Col Beardslee of Rock Island and had considerable talk with him. he went home last night and promised me that he and his friends would be

&lt;p&gt;busey from now until your Election was accomplished the member &lt;u&gt;Lloyd&lt;/u&gt; from Rock Island is the brother in law of the Beardslees and they say he and Webster are for you without doubt. I also met your old friend Jesse Lynch of Marshall County who is more than alive to the issue and he says that it cant be possible for you to lose the vote of Stacy of Bureau County.  Bureau &amp;amp; Marshall you Know voted together for Stacy.  he says he will work in that direction until the election is over and that he will be on hand at Springfield at the opening.  by the way he says you must write to him at Wenona, Marshall County.   dont fail to do so pressing him to be at Springfield. send all those letters it was a &lt;u&gt;Capital idea&lt;/u&gt; your friends are anxious and willing to come down and help you.
&lt;/p&gt;&lt;p&gt;I had a great deal of talk with Genl Fuller on the way up here and after he had seen Washburn I have no doubt Fuller will return to Springfield your open and avowed friend and will give you his cordial support. I shall see him as he passes through here and talk to him.
