Army American Civil War (1861-1865) Description An account of the resource John McAuley Palmer was born in Scott County, Kentucky in 1817. His family emigrated to Illinois in 1831, settling near Alton. Palmer entered Shurtleff College 1834 where he stayed two years. He moved to Carlinville in 1839 and read law in office of John S. Greathouse before admittance to the bar in 1839. Palmer was elected as a delegate to the 1847 Illinois Constitutional Convention. Palmer was elected as probate judge of Macoupin County in 1843. He won election to the Illinois State Senate in 1852 and served until 1856. Palmer helped form the Republican Party in Illinois, serving as President of the Bloomington Convention in May 1856 and as a delegate to the Republican National Convention at Philadelphia in June. Palmer was defeated as a Republican candidate for Representative to Congress. Palmer began his military career in May 1861 as Colonel of the Fourteenth Illinois Infantry. He received the rank of Brigadier-General in December 1861, commanding the 1st Division of Army of Mississippi at Stone River and Chickamauga. He was rewarded with the rank of Major-General and served Military Commander of District of Kentucky, 1865-1866. After his time in the military Palmer practiced law in Springfield with Milton Hay beginning in 1867. Palmer was elected Governor of Illinois on Republican ticket in 1868. He joined Liberal Republican Party in 1872 and soon after the Democratic Party. Palmer ran unsuccessfully as the Democratic candidate for Governor in 1888. He won election to the United States Senate, serving from 1891-1897. After his time in the Senate, Palmer returned to private life in 1897 where he edited Bench and Bar in Illinois (1899) and wrote Personal Recollections (1901). White sheriff of Meigs County Ohio informs me he is about getting a requisition from the Governor of Ohio on you for one John Palmer alias John Lockwood who now stands indicted in the Gallatin circuit court at our present August Town for an assault to murder and also is indicted with a woman for fornication . He has committed murder in Ohio and I suppose it will be right to let him be tried there for that crime. He broke jail in Meigs County Ohio some two months ago and from what I learn he will surely be convicted for the murder there if taken back. Would you authorize me to deliver this man John Palmer alias john Lockwood to said J. J. White sheriff M C. O if he presents me the Requisition from the Gov of ohio under the state seal. and then for me to send you the said Requisition. This would save Jus. White expense and time - and that is the only reason I write you now. That is that the secession wing of the Democratic party understand themselves as well in the Southern part of Illinois as they do about Springfield and that that party will use their whole power to elect the new constitution. Every man whom I have heard to express himself for the new constitution is of that class. Outside of these no one is for it here. I fear with <hr /> vote of Cook County, Peoria, Ottaway, Springfield and Mt. Vernon (which places are made to be interested on account of their Supreme Courts) that the new constitution will be adopted and if adopted I fear that in consequence of the mode of voting on certain separate articles that certain articles will be adopted and if so we will come near a revolution in our own state. I allude to the three articles on the negro. I am determined to use my influence against this new constitution. If I liked it as well as the old still I would prefer the old. Because I think it best to hold the public mind (during this rebellion) as much <hr /> as possible free and against all changes. For a change in our state constitution is but sowing the seeds of a further desire of change. and again to elect the new constitution is but to build up a party, the members of which are full of treason. I find my appointment as states attorney gives general satisfaction here, and I have made all right with Davidge by engaging him to prosecute for me at Caledonia the first Count. If you conclude to convene the Legislature please write me. For it is my intention to cooperate with no party except the Union party till this Rebellion is put down & them [neither?] We have nothing here of interest.
