The sale of the land amounted to $180, with $18 paid in cash and remainder in to be paid in two annual installments at interest of 6%/annum. Viney makes the first payment for which Lincoln writes a receipt on November 5, 1856. However, a year later, Viney fails to pay the second note when it is due. In 1857, according to Lincoln, Viney permits the lots to be sold for the 1856 taxes and allows the purchaser to pay the 1857 property tax. In order for Bullock to preserve her security, she must redeem the property from the tax sale, paying double the amount for which the land was originally sold, and the single amount for 1857 and pay the taxes for the year 1858. This is one of nine documents in Bullock v. Viney.</text>

Governor Richard Yates:

Sir; Your letter of the 22d inst is received, in which is stated "that if you will get strong letters from Generals Grant and Prentiss &c I will urge your claim at Washington".

The commission under which I am acting specifies the condition that I am to serve "without pay." Hence I could not be paid for services rendered under it.

Moreover, I could not in good faith accept pay even if it was tendered to me. For certain specified reasons, which need not be repeated now I wished to hold the position of Colonel of Artillery and agreed to serve without pay as one of the conditions of its being granted to me. Of course then I could not honorably presume to even mention such a thing as drawing pay for services rendered

Neither do I claim any credit for serving without pay. My most intimate friends do not know but that I am under full pay nor have I ever mentioned it to any one save Gens Grant, McPherson, Hurlbut and Prentiss. The fact is known to others (to my sorrow) through them and not through me.

On the contrary it is a matter of humiliation to me to reflect that while men, who, when they entered the service knew nothing whatever of even the rudiments of the intricate science of artillery practice, are holding similar positions with full pay and emoluments, I, who may boast at least of having received a military education, and take equal risks with them, have not even the assurance that my family will receive a pension should an accident befall me, nor the privilege of surgical care in a hospital if wounded, and am moreover under the necessity of partially covering my own expenses in the field and those of my family at home, by writing political

I mentioned in my former letter that I had recd pay for certain services before Vicksburg. I will explain. The work to be done was a very difficult and dangerous piece of engineering, to do which, no competent officer was at hand. It had no connection with my own duties and I saw nothing wrong in accepting pay for it. - not as Col of Artillery, however, but simply as an individual employed for that specified purpose.

My sole object in addressing you was to be put in a position where I could stand in all respects on an equality with other officers henceforth, and without any desire whatever to be paid for services under the commission I now hold. To further this object I wrote to Gen Grant on the same day I wrote to you and also to Gen Prentiss, but as your favor of the 22d inst makes no mention of the real object of my letter I must infer that the case is hopeless.

I have no reason to think that your Excellency will ever give the matter a second thought, yet I cannot rest satisfied without knowing

June 27th 1862.

Gov; Richard Yates;

Sir; I write to ask authority from your Excellency to organize a Corps of men for service in the U. S. Army to be designated the "First Battalion, Illinois Reconnaifsance, Engineer and Signal Corps," and to be armed and equiped as other Regiments. Their specialty is to be the use of an apparatus for reconnoitering, engineering and signaling by means of small balloons and elevated mirrors. - Unlefs authority to organize the Corps and perfect the system should be given me, a more complete discription of the apparatus and explanation of the principle than is given below will be unnecefsary.

The mirrors are elevated by means of balloons of small size, - say of a buoying power of from fifty to seventy five pounds, - held in position and regulated by cords, and inflated by gas comprefsed into vefsels of conveniently portable size. To the balloon is also attached a system of signals, by means of which intelligence can be given of the position and movements of an Enemy, their distance off the nature of the intervening ground, the effect of shot or shell fired at long range, the advance or retreat of any portions of our own army and all other intelligence of use. Angles and distances

can also be obtained for a basis for topograpical calculation, saving the loss of time and life in making reconnaisances, enabling an army to advance with a full knowledge of what obstacles it may have to over come and of what advantages it may take, furnishing a knowledge of the roads and country for two or three miles in advance, and correcting the range of artillery fired at long distances. Such a system of reconnoitering and signaling, once perfected, will prove of such palpable advantage that I need say nothing more in its favor. Of its practicability there can be no doubt, and even in the imperfect condition in which it will necefsarily be used at first, it will be of great advantage, for even the merest glimpse of the lay of the ground or the position of an enemy would often precipitate and decide the fate of a day. -- I am well aware that this application would be more properly made to the Secretary of War. But I am an Illinois soldier, and am anxious that this system should be brought out by the State of Illinois and under the auspices of a Governor whose administration has proved so honorable to himself and so beneficial the state and whose name is so prominently connected with the defence of our country in the present war.

As references I feel free to offer the names of Col John Tillson, Col Jas D. Morgan and Gen E. A. Paine, and the services of my Regiment (10th Ills.) Col Tillson is now probably in Springfield and will gladly favor me if necefsary. <text>
To the Loyal Citizens of the United States.

New York, January 28, 1864.

The day is not far distant when you will be called upon to elect an occupant for the Presidential Chair. This is a most important and momentous question, well worthy of your careful consideration.

From the 12th of April, 1861, our march onward has been steady and grand. The heart of the people has been true to the great principles of liberty, which are to be maintained to the END.

In ABRAHAM LINCOLN the loyal people have found a true leader, and an able defender of the great ideas upon which our Government was founded. He has been tried and not found wanting. No man in modern times ever came into office under such trying circumstances--none ever worked more diligently to bring discordant elements together and make them move in harmony.

From the chaos of human passions, dishonest interests, political intrigues, and subtle treason pervading every department of Government, order has been created, and although in the midst of a war of almost unparalleled magnitude, we move on as in times of the most sublime peace.

It is therefore proposed that on the 22d of February, 1864, all citizens of the United States, without regard to party, who are in favor of the re-election of ABRAHAM LINCOLN, shall meet at appropriate places, within their towns, counties, or states, for the purpose of giving public expression of their sentiments upon this most important question.

                <text>
