You are right in concluding that the Germans are for you and so is the constituency that will elect &lt;u&gt;if they do elect&lt;/u&gt; the senator from St Claire &amp;amp; Madison. The last is the most doubtful county in the state and it is not surprising when you look at our leading men there, who are the last men that you would take to keep a party together. Know Nothing is an---Alton Policy and general &amp;amp; unmitigated selfishness have paralyzed their influence. They are not without envy and jealousy of each other and of outsiders.
&lt;/p&gt;&lt;p&gt;W. H. Underwood will run again. He talks &lt;u&gt;with&lt;/u&gt; us and professes fair but is unreliable. will act with the Copperheads as heretofore.
&lt;/p&gt;&lt;p&gt;Many want me to run.  If your interests are involved I will do so. But
&lt;/p&gt;

This I Suspect is prompted by Baker who is a philosophical statesman with a supreme indifference to man as an individual &amp;amp; to the whole capoodle of politicians in general with a conscience which is almost as much in his way as that of Underwood at the same time with a great amount of policy in his composition---a good fellow

He led the advance into Brownsville, upon our occupation of the Rio Grande, with 150 men, and discharged important and delicate duties in the first organization of that post which will prove of great advantage. &lt;/p&gt;&lt;p&gt;Colonel H. M. Day of the 91st Illinois Volunteers, has been in service in this Department since the arrival of the 13th Army Corps. He has been a most efficient and able officer, satisfying the demands of the Government, and winning the respect of all his associate officers.  He led the advance into Brownsville, upon our occupation of the Rio Grande, with 150 men, and discharged important and delicate duties in the first organization of that post which will prove of great advantage.  I concur in the recommendations which have been given him for his promotion to higher command, with great pleasure.

&lt;/p&gt;&lt;p&gt;A gentleman well known to me informed me yesterday that in a conversation with one who was on Social terms with Mr. Daily your Dep'y Collector, Mr. D. said to him that though the salary was only ____ $ a year, yet he intended to make and would make $30.000. a year out of his office.  
&lt;/p&gt;&lt;p&gt;I cannot say that Mr. Daley said this, but it came to me in such a way that I thought it right to mention it to you.  
&lt;/p&gt;&lt;p&gt;Mr. D. cannot of course make $30.000. or anything but his salary out of his Office of Dep'y Collector without in some way defrauding the Government.  Were he to do it, or attempt to do it, he might pofsibly succeed without detection, but the chances would be very much against (him) any one who should attempt such a thing, and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the consequences of detection would be very serious to him, if not to yourself.  
&lt;/p&gt;&lt;p&gt;But I am unwilling to think that Mr. D. made any such remark - though at the same time I do not feel at liberty to withold from you what I heard.  The information can do him no harm. (And I certainly have no disposition to injure him in the slightest manner.) - and if groundless, as I think it is, will do you no good.

&lt;/p&gt;&lt;p&gt;A gentleman well known to me informed me yesterday that in a conversation with one who was on Social terms with Mr. Daily your Dep'y Collector, Mr. D. said to him that though the salary was only ____ $ a year, yet he intended to make and would make $30.000. a year out of his office.  
&lt;/p&gt;&lt;p&gt;I cannot say that Mr. Daley said this, but it came to me in such a way that I thought it right to mention it to you.  
&lt;/p&gt;&lt;p&gt;Mr. D. cannot of course make $30.000. or anything but his salary out of his Office of Dep'y Collector without in some way defrauding the Government.  Were he to do it, or attempt to do it, he might pofsibly succeed without detection, but the chances would be very much against (him) any one who should attempt such a thing, and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the consequences of detection would be very serious to him, if not to yourself.  
&lt;/p&gt;&lt;p&gt;But I am unwilling to think that Mr. D. made any such remark - though at the same time I do not feel at liberty to withold from you what I heard.  The information can do him no harm. (And I certainly have no disposition to injure him in the slightest manner.) - and if groundless, as I think it is, will do you no good.

&lt;/p&gt;&lt;p&gt;Dear Sir: Although not personally
&lt;/p&gt;&lt;p&gt;acquainted with you, yet I have from boyhood - through
&lt;/p&gt;&lt;p&gt;our mutual friends the Browns of Jacksonville -
&lt;/p&gt;&lt;p&gt;heard "Dick Yates" often favorably spoken of as a Ken
&lt;/p&gt;&lt;p&gt;tuckian. As a brother Kentuckian I write you, and
&lt;/p&gt;&lt;p&gt;beg an answer - which shall be strictly private, or
&lt;/p&gt;&lt;p&gt;public as you may designate.
&lt;/p&gt;&lt;p&gt;The descendant of two Revolutionary grand sires,
&lt;/p&gt;&lt;p&gt;one of whom fought the British in Va &amp;amp; the other the
&lt;/p&gt;&lt;p&gt;Indians, with Bern, in Ky, I allow no man to excell
&lt;/p&gt;&lt;p&gt;me in devotion to the union, as cemented by the blood of
&lt;/p&gt;&lt;p&gt;our fathers; and yet I am what you call a Secefsion
&lt;/p&gt;&lt;p&gt;ist. Let me give you the reasons briefly. And in spea
&lt;/p&gt;&lt;p&gt;king for myself remember that it is the opinion of tens
&lt;/p&gt;&lt;p&gt;of thousands as true union hearts, in the border states, as
&lt;/p&gt;&lt;p&gt;[illegible]. We do not justify the secefsion of the Cotton States.
&lt;/p&gt;&lt;p&gt;Had the south remained with us Lincoln would have been 
&lt;/p&gt;&lt;p&gt;powerlefs. But we believe he has seized on this rash act
&lt;/p&gt;&lt;p&gt;as a pretext for waging the "impofsible conflict" and
&lt;/p&gt;&lt;p&gt;that our only hope is an United South. If we believed
&lt;/p&gt;&lt;p&gt;that Mr Lincoln intended no infringement of our Con
&lt;/p&gt;&lt;p&gt;stitutional rights in slave property - that he intended
&lt;/p&gt;&lt;p&gt;to enforce the Constitution &amp;amp; the laws only, North as well as
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;South, Secefsion would not have a corporals guard in
&lt;/p&gt;&lt;p&gt;the border States. We know he has made many
&lt;/p&gt;&lt;p&gt;broad declarations to that effect; but when we remem
&lt;/p&gt;&lt;p&gt;ber that in '58 he said "This country cannot remain 
&lt;/p&gt;&lt;p&gt;half slave half free". That is, that it could not endure
&lt;/p&gt;&lt;p&gt;as our fathers made it. That "nothing would satisfy his
&lt;/p&gt;&lt;p&gt;party but to see slavery in a procefs of ultimate extinction."
&lt;/p&gt;&lt;p&gt;That "no man hates slavery more than I do". Well if he
&lt;/p&gt;&lt;p&gt;hates it as bad as the ultra Abolitionists he is ready to over
&lt;/p&gt;&lt;p&gt;ride the Constitution to abolish it. When we remember
&lt;/p&gt;&lt;p&gt;that since his election he has pointed to those speeches
&lt;/p&gt;&lt;p&gt;&amp;amp; gave them as a basis of his policy &amp;amp; worst of all
&lt;/p&gt;&lt;p&gt;when we see that, he, the sworn defender of the Cons
&lt;/p&gt;&lt;p&gt;titution, has appointed hundreds Ultra-Abolitionists
&lt;/p&gt;&lt;p&gt;to office who are implacable enemies of that consti
&lt;/p&gt;&lt;p&gt;tution &amp;amp; who will not obey it, so far as slavery is
&lt;/p&gt;&lt;p&gt;concerned. And lastly when we saw that your party
&lt;/p&gt;&lt;p&gt;in Congrefs sneered &amp;amp; scorned at the efforts of Doug
&lt;/p&gt;&lt;p&gt;las Crittenden &amp;amp; others for compromise &amp;amp; that now
&lt;/p&gt;&lt;p&gt;the Administration is plunging the country in an
&lt;/p&gt;&lt;p&gt;unholy war that can never cement the Union
&lt;/p&gt;&lt;p&gt;as one of free people: but may do so as a  despo
&lt;/p&gt;&lt;p&gt;tic government, what can we believe but that the
&lt;/p&gt;&lt;p&gt;North intends waging the "impofsible conflict" even to
&lt;/p&gt;&lt;p&gt;the extermination of us.
&lt;/p&gt;&lt;p&gt;With these views, that is, that Mr Lincoln has
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;disrupted the government &amp;amp; that his party, a powerful 
&lt;/p&gt;&lt;p&gt;majority, have got the reigns and intend over
&lt;/p&gt;&lt;p&gt;riding the Constitutional rights of the South, can you
&lt;/p&gt;&lt;p&gt;blame us for saying you are the true secessionists
&lt;/p&gt;&lt;p&gt;&amp;amp; that we will defend ourselves from your aggrefsions?
&lt;/p&gt;&lt;p&gt;If Mr Lincoln could satisfy the border states that
&lt;/p&gt;&lt;p&gt;he did not intend this he would not have a cor
&lt;/p&gt;&lt;p&gt;perals guard to fight among us&amp;#160;: and then if your
&lt;/p&gt;&lt;p&gt;party would only give a compromise equivalent to
&lt;/p&gt;&lt;p&gt;Crittendens - by which practically you would not lose
&lt;/p&gt;&lt;p&gt;an inch of territory to slavery - you would raise
&lt;/p&gt;&lt;p&gt;up a union party in the Seceded states that would
&lt;/p&gt;&lt;p&gt;bring them back in two years without a drop of blood
&lt;/p&gt;&lt;p&gt;But you say you cant do this without yielding from
&lt;/p&gt;&lt;p&gt;principle. Did not our forefathers yield principles &amp;amp;
&lt;/p&gt;&lt;p&gt;interest to form our Union? Was it not the work of
&lt;/p&gt;&lt;p&gt;compromise? And now my dear Sir is it not
&lt;/p&gt;&lt;p&gt;the work of patriotism &amp;amp; of mercy &amp;amp; of manlinefs,
&lt;/p&gt;&lt;p&gt;for the powerful party to forbear and save the
&lt;/p&gt;&lt;p&gt;Union from such horrors as the world has never
&lt;/p&gt;&lt;p&gt;witnefsed?
&lt;/p&gt;&lt;p&gt;I am told the cry in your state is to be turned loose
&lt;/p&gt;&lt;p&gt;on the south "&amp;amp; blood [Bleed?]". We here have no desire to
&lt;/p&gt;&lt;p&gt;invade Illinois &amp;amp; lay waste your beautiful country but we
&lt;/p&gt;&lt;p&gt;are ready to protect it from an invading enemy. Then
&lt;/p&gt;&lt;p&gt;let us as brothers do every thing to prevent blood
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;shed - give the excited passions of both sides time to
&lt;/p&gt;&lt;p&gt;subside and try and save our beloved country.
&lt;/p&gt;&lt;p&gt;Did you ever have a fight with a brother? If
&lt;/p&gt;&lt;p&gt;so I know you are heartily ashamed of it now &amp;amp;
&lt;/p&gt;&lt;p&gt;see the folly of the act.

&lt;/p&gt;&lt;p&gt;Dear Sir: Ardent, impetuous, often wrong, but always intending wright, I feel that I owe you an apology for not believing your statement that this war is simply to put down Rebellion &amp;amp; not for the extinguishment of slavery. I never for a moment doubted your sincerity but beleived you were deceived in the intentions of the administration. Since then I and a number of others of my county - through the false representations of some malicious persons - were taken prisoners sent to St [L?] - kept there a few days - then sent to Palmyra where I was discharged by Col Smith 14th Ill. The others sent to Quincy kept a few days &amp;amp; discharged by Col Palmer - no charges appearing against us. In all this round I had numerous conversations with the officers &amp;amp; became convinced that you were right &amp;amp; I wrong in my convictions. They all declare that they would have nothing to do with the war if my opinion was correct. We of the south were led into this error by designing politicians &amp;amp; some of your northern Democratic papers conjoined by the ranting
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of the Abolitionists; whose declarations we took as an expression of the Northern sentiment.
&lt;/p&gt;&lt;p&gt;I was a conditional secessionist - wanted our gov &amp;amp; legislature to arm the state &amp;amp; the convention to secede if we found our constitutional rights were to be invaded but as the issue was tried in our election of the convention &amp;amp; the action of that body was for unconditional union I felt myself bound, as a good citizen by it. Hence when our governor &amp;amp; legislature undertook to take the state out the Union by the military bill I could not endorse the act knowing that they were not empowered to do such an act for the people of the state of Mo&amp;#160;: and that our convention was yet in existence &amp;amp; could pass an ordinance of secession if it became necessary to do so to protect our constitutional rights. Notwithstanding the opinion of many to the contrary, I see nothing in the acts of the Federal government in Mo infringing on our rights &amp;amp; as I have become convinced that the government intends simply to do justice to all sections, I can truly say that I am no longer a Conditional Secessionist but a Union man: In fact I feel bound to this course by the acts of our convention, in any
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;event as it was selected to determine that great issue for us.
&lt;/p&gt;&lt;p&gt;When the President first called for troops I was panic stricken &amp;amp; was anxious for our governor to arm the state beleiving that the Convention would meet &amp;amp; secede. As it did not (&amp;amp; acted wisely in not so doing) I did not &amp;amp; never can give my consent or aid to the Rebellion of Gov Jackson.
&lt;/p&gt;&lt;p&gt;I have just heard of the deplorable fight at Manassas. It makes my blood run cold to hear of such slaughter of brave Americans. I never for a moment doubted your sincerity but beleived you were deceived in the intentions of the administration. Since then I and a number of others of my county - through the false representations of some malicious persons - were taken prisoners sent to St [L?] - kept there a few days - then sent to Palmyra where I was discharged by Col Smith 14th Ill. The others sent to Quincy kept a few days &amp;amp; discharged by Col Palmer - no charges appearing against us. In all this round I had numerous conversations with the officers &amp;amp; became convinced that you were right &amp;amp; I wrong in my convictions. They all declare that they would have nothing to do with the war if my opinion was correct. We of the south were led into this error by designing politicians &amp;amp; some of your northern Democratic papers conjoined by the ranting

&lt;p&gt;of the Abolitionists; whose declarations we took as an expression of the Northern sentiment.
&lt;/p&gt;&lt;p&gt;I was a conditional secessionist - wanted our gov &amp;amp; legislature to arm the state &amp;amp; the convention to secede if we found our constitutional rights were to be invaded but as the issue was tried in our election of the convention &amp;amp; the action of that body was for unconditional union I felt myself bound, as a good citizen by it. Hence when our governor &amp;amp; legislature undertook to take the state out the Union by the military bill I could not endorse the act knowing that they were not empowered to do such an act for the people of the state of Mo&amp;#160;: and that our convention was yet in existence &amp;amp; could pass an ordinance of secession if it became necessary to do so to protect our constitutional rights. Notwithstanding the opinion of many to the contrary, I see nothing in the acts of the Federal government in Mo infringing on our rights &amp;amp; as I have become convinced that the government intends simply to do justice to all sections, I can truly say that I am no longer a Conditional Secessionist but a Union man: In fact I feel bound to this course by the acts of our convention, in any
