Dr Sir,
I desire to have Captain Lyman G. Allen commissioned Lt Colenel the Regiment now in Camp at Quincy - for these reasons.
He has been in the Service - is a good officer and an active young man; He has been very active in getting up this regiment; there are three companies from his County in the Regiment - 28 line officers - (as I am informed and believe) desire his appointment. - He comes within your order in every respect - I respectfully insist upon this
