Sir,
I have the honor to acknowledge the receipt of your communication of the 15th ultimo, requesting that Gustavus A. Smith, late Colonel 35th Illinois Vols., be designated as recruiting officer for the 1st Army Corps , and am directed to state in reply that said application cannot be favorably considered
on account of the previous record of Col. Smith.
