Weeks since I explained to you both here & in Chicago the necessity of having post Quartermasters appointed for your different Camps who should be selected from Volunteer officers mustered into the service of the U.S. so that the General Government could hold them responsible for any property placed in their hands by the U.S. Agents. As such officers have not been appointed but citizens who are not amenable to the laws and regulations of the Army your attention is again called to this matter
