Dr Sir;

I have the honor to acknowledge the receipt of your letter of the 9th inst. It is contrary to the wishes of the authorities at Washington that this state should continue to act for the U.S. when the latter has her own appointed agents. I cannot consent that the state authorities should continue the control of my Department in its most important branch leaving to me duties of minor importance. If you desire to conduct the Dept in one branch you must do so in all. The course heretofore pursued by me has the warm approval of my superiors to whom your letter


will be referred. No contracts or purchases made by the state since you were last informed of my readiness to assume control of the Q. M. Dept. will be recognized by me.
