Dear Judge

My brother Harvey S. Higgins is a first rate military man & wishes to go into the service

If he can procure the authority to raise a Regiment he can do it as quick as any man in Northern Illinois

If you will procure his appointment as Col I will answer for it that you will never be ashamed of the appointment and you will thereby place me under renewed obligations

I mentioned the matter to the Governor and he


has his name on the files. The Governor is not acquainted with my brother personally but he knows me well enough to know that I would not recommend my own brother if he was unfit for the position

Every thing is going on well here and appears to satisfy the entire community. Your selection of this camp was the best that could have been made. Give my respects to the Governor - in haste
