Richard Yates, Governor of the State of Illinois.

Your Excellency:

Lt. Col Salomon, commanding 82d Regiment of Illinois Infantry wishes permission, to fill his regiment by recruiting. In connection with this I desire to state, that the Germans of Illinois and of Chicago particularly are very proud of their Heoker regiment and would exert themselves to their utmost, to have this regiment filled up to at least the minimum standard. By giving permission to replenish the ranks of that noble soldiery, your Excellency will earn the thanks of your german constituents. I am, Your Excellency's most obedient Servant
