To His Exelncy R Yates
Permit me to introduce to your favorable attention Williams Evans a neighbor of mine Mr Evans purposes to to visit Memphis, Vicksburg and other points on the Mississippi River with a view of renting an abandoned farm for the purpose of raising cottin, I have known Mr Evans for a number of years and take pleasure in Certifying to his inteligence and integrity as a man and as a thrifty farmer and believe him well qualified for Conducting the business he seeks to secure, and I will farther says he is among the loyalest of the loyal any attention shown to Mr Evans will lay me under obligations
